Sony won't do it because they don't want to ensure compatibility with all the developers who wrote software for their hardware and you can bet bottom dollare that none of studios will do it unless there is a significant promise of profit (which there isn't, a Steam game for $8 isn't a cash cow by any means). Either way, you need a bunch of people to make sure something like that works. Aside from just not working on older machines (too slow), it would make old games ridiculously resource intensive. Using the original software and then processing it to make it look better after the emulator renders an image would be one of the worst things to do (from my understanding of how the software works). Uh, from a computer standpoint, using the term emulator implies that you'll be running the original software.
